UPAAA BOARD MEMBERS among 100 MOST INFLUENTIAL WOMEN in the U.S. for 2009

Three members of the 2009-2011 UPAAA Board of Directors, National President Belinda A. Aquino, Vice President for the Eastern Region Nelsie T. Parrado, and Liaison Officer for the Western Region Lydia C. Fontan were among the 100 most influential women in the U.S. for 2009. They were selected by the Filipina Women’s Network for their “exceptional work in the fields of expertise and for their inspiring leadership and achievements in the U.S. workplace and communities.”

Belinda Aquino could not attend the gathering of the Filipino women celebrating their accomplishments during the Sixth Filipina Leadership Summit in Berkeley, California from October 30 to November 2, 2009 during which time the awards were revealed, but Lydia C. Fontan and Nelsie T Parrado were present to receive their awards.

Nelsie T. Parrado was recognized for being the first Filipino American elected to an “elite group of Financial Services Professionals at New York Life from across the country”.

Lydia C. Fontan for having broken “the glass ceiling of the International Lions Club” when she was elected the first Filipina woman president of a Lion’s Club in District 4-C6 in California.

In response to the recent outbreak of "2009 H1N1 Flu", the following
message
provides additional information about the situation and offers steps you can
take to help prevent the spread of influenza.
There are currently six suspected cases of swine flu in the MD/DC/VA region,
although cases have been identified in several other states in the United
States as well as in other countries. The NIH is working closely with the
Department of Health and Human Services and the Centers for Disease Control and
Prevention (CDC) to be prepared in the event that a 2009 H1N1 flu pandemic is
declared. The CDC and the World Health Organization (WHO) are diligently
investigating the outbreaks to better understand the disease and its
transmission.
The following is a brief summary of information released by public health
officials:
What Do We Know?
* The 2009 H1N1 virus is a new influenza virus that contains genetic pieces
from four different virus sources. Today, CDC reported 109 confirmed human
infections, and more hospitalizations. There has been the nation's first
fatality from this outbreak. The more recent illnesses and the reported death
suggest that a pattern of more severe illness associated with this virus may be
emerging in the U.S. The World Health Organization has raised its alert level
to 5. Most people will not have immunity to this new virus and, as it continues
to spread, more cases, more hospitalizations and more deaths are expected in
the coming days and weeks.
* Symptoms of the 2009 H1N1 flu are nearly identical to those of regular
seasonal flu - fever, sore throat, cough, muscle aches, and occasionally
vomiting and diarrhea.
* The 2009 H1N1 virus is susceptible to two major prescription antiviral drugs
(Tamiflu and Relenza).
* As a result of the intensive investigation and monitoring by CDC and WHO, we
expect the numbers of confirmed cases to increase.
* Cases in the United States have been relatively mild as compared to those in
Mexico. There has been one death and relatively few hospitalizations. The
reasons for this difference are unknown at this time.
* Because the strain is so new, there is no vaccine against this 2009 H1N1 flu.
The past year's flu vaccine likely does not provide protection against the
new
strain.
* Initial steps are being taken to begin development of a vaccine to provide
protection against this strain, but a decision to do so has not been made yet.
If that is done, it likely will take at least six months before the vaccine
would become available.
* The 2009 H1N1 flu is spread from person-to-person like other flu viruses. The
virus is NOT spread by eating pork.

What Can You Do To Protect Yourself and Your Family?
There are everyday actions that can help prevent the spread of germs that cause
respiratory illnesses like influenza. Take these everyday steps to protect your
health:
* Cover your nose and mouth with a tissue when you cough or sneeze. If you do
not have a tissue, please shield your nose and mouth with your arm and not your
hand.
* Wash your hands often with soap and warm water, especially after you cough or
sneeze, or before you eat. Alcohol-based hand sanitizers are also effective
when used properly.
* Whenever possible, avoid touching your eyes, nose or mouth. Viruses can be
spread this way.
* Avoid close contact with individuals with respiratory infections, if
feasible.
* If you become ill with influenza-like symptoms, including fever, body aches,
runny nose, sore throat, nausea, or vomiting or diarrhea, stay home from work
or school and limit contact with others to keep from infecting them. Contact
your healthcare provider and they will determine whether influenza testing or
treatment is needed.
The NIH Clinical Center is preparing for all possibilities and currently has
deployed a limited set of infection prevention and control steps. These
measures are in response to the available information about the current
epidemiology of the 2009 H1N1 flu.

At the UPAAA Grand Reunion and Convention on September 4-6, 2009 in Washington DC, the UPAAA shall grant awards to distinguished alumni and give special recognition to individuals and groups who are embodiments of the Oblation, serving with pride, remaining strong and bold amid strife and challenges. These are: (i) the 2009 UPAAA Distinguished Alumni Awards; and (ii) the 2009 UPAA Special Recognition Awards.

I. 2009 UPAAA Distinguished Alumni Awards

The U.P. Distinguished Alumni Awards are intended to recognize U.P. alumni for their outstanding achievements that bring about substantial benefits to society and distinct honor to the University. Recognition is given to exceptional contributions in areas or fields that impact on the community in the U.S. (local, county/city, state, or national) or at international level, in which the alumni have been active.

The awards are given to those who have been nominated by their fellow U.P. alumni and/or UPAA chapters in the U.S. The nominees need not know that they are being nominated. Evaluation and selection is made by the UPAAA Awards Committee and affirmed by the UPAAA Board.

A. General Criteria /Requirements:

SERVICE ORIENTATION – the nominee’s work has clearly benefited other people, groups and society at large, and not merely private or personal interests;

LEADERSHIP – the nominee has demonstrated effective and inspiring personal leadership in accomplishing the work for which s/he is being awarded; i.e., achievements can be attributed more to the person than to the position/job/title s/he has;

IMPACT – the nominee’s work has had a substantial or significant impact on the people, geographic area, or sector covered by the award, both qualitatively (how deep, lasting or transformative) and quantitatively (how many people or groups benefited within the area or sector);

INTEGRITY – there is no serious concern or challenge to the nominee’s personal integrity.

B. Award Categories:

In addition to the categories of awards according to professions or colleges graduated from, the 2009 categories shall also cover broad areas or fields of involvement and achievement. Such areas or fields are delineated in thematic terms or along professional lines and may include, but are not limited to, the following:

Public service/good governance
Poverty alleviation
Human development
Peace and social cohesion
Social development
Gender equality/women empowerment
Community empowerment
Environmental conservation and sustainable development
Entrepreneurship and employment creation
Institutional/corporate social responsibility
Culture and the arts
Science and technology
Education
Health
Medicine and Public Health
Nursing and Allied Health
Law
Engineering

Other fields or areas of award may be added to the foregoing list as defined by the achievements of a deserving nominee.

II. 2009 UPAAA Special Recognition Awards

The UPAAA Board will give special recognition to individuals and groups who have demonstrated exceptional work and outstanding achievements in pursuing the goals of the University, the U.P. Alumni Association in America and/or UPAA chapters in the U.S.. They shall be nominated by any UP alumni or chapter, chosen by the UPAAA Committee on Alumni Awards and affirmed by the UPAAA Board. Their outstanding achievements, work in progress and moral integrity shall be considered.

Special Recognition shall include, but not be limited to, the following:

§ UPAAA Service Recognition Award
The nominees must have rendered meritorious service to the U.P. Alumni Association in America directly or through a special project of UPAAA within a recently reasonable period.

§ UPAA Outstanding Alumni Chapter
This award is open to any UPAA chapter in the U.S., for their meritorious and exceptional activities, projects and other accomplishments which benefit not only the chapter members, but the University and the Philippines in general.

§ UPAAA Family Recognition Award
This recognition shall be given to families consisting of at least three generations of U.P. alumni who currently live in the U.S..

§ UPAAA Leadership Recognition Award
This is given to UP alumni in the U.S. who have distinguished themselves as leaders in their own communities or professional societies, bringing the mark of a UP education in the community.

III. NOMINATION PROCESS AND Instructions for Nominators

1. This is an open nomination process and the nominations can be submitted by UP alumni or UPAA chapters.
2. Nominations for these UPAAA alumni awards shall be made by a nominator by accomplishing and submitting a letter/statement, in writing, on the work, achievement, accomplishment or performance on which the nomination is made and the justification for giving the awards.
3. Other documentation, in support of the statements of achievements, such as copies of diplomas, certificates, citations, news articles, photographs, etc., may be submitted. Three copies of the nominee’s recent photograph (2” X 2”) shall also be submitted.

5. Nominations should be received not later than MAY 31, 2009 or postmarked not later than the above date. Only complete nominations shall be accepted.
6. The UPAAA Committee on Awards shall deliberate on the nominations. The Committee may request for additional information or documents from the nominators. The Committee’s decisions are final and submitted to the UPAAA Board for affirmation.
7. The UPAAA will immediately notify the awardee of her/his selection for the award. In the event that the awardee declines to accept the award and/or fails to attend the awarding ceremonies, the UPAAA shall reserve the right to withdraw the award.
8. Not all categories may be given awards every year. Sometimes there are no nominees in a certain category, or the nominees do not meet the standards for granting the award.
9. The UPAAA reserves the right to keep two (2) copies of the nomination papers and to dispose of the rest not claimed after two (2) weeks from awards day.
10. Some awardees may also be asked to give a talk on their expertise / main accomplishment in a panel discussion during the UPAAA Grand Reunion and Convention Sept. 4-6, 2009 in Washington DC.
11. The awardees must attend the presentation ceremonies during the UPAAA Grand Reunion and Convention Sept. 4-6, 2009 in Washington DC to personally receive their award. For the group category, the duly authorized representative of the UPAA chapter must be present to receive the award.
12. UPAAA Award Committee will be convened to assess the nominations. The recommendations of the UPAAA Awards Committee will be reviewed and affirmed by UPAAA Board.

(1) If you have made your order , your book should be arriving
anytime now...advice your group; I checked the list, many have not
ordered tho' they written great stories. Unlike the sending of your
memoirs, there's no extension i can do here. when the book is
gone...it's gone.

(2) The Memoirs CAP is really how it looks in the order form. One
can wear/use it all year round, with pride and style...so classy
too...even for non-donors , it says: UP ALUMNI ABROAD.

Those attending June celebration, be sure to get your order NOW to
have it before you leave. Those having any alumni gathering this
summer or fall, like the welcome to UP President end of June...this
could very well serve your purpose, and still a donation for the
Centennial.

Both Memoirs Book and CAP are really great, not just as "classy"

replenish our collection to cover production expenses and still bring
home to Diliman the ideal total of $50,000 middle of the Centennial
year. So, upon receiving your orders, see if you want to order
more...and/or spread the word to fellow alumni so they can make their
own orders.

(3) Again, alumni are responding...asking to reserve. Unfortunately
we cannot do that, it's first come, first served...when supply is
gone, it will just be MEMORIES.

Profile of the newly-elected president of UPAAA

Award-winning epidemiologist and academician Francisco Sy, M.D., Dr.P.H., was elected as the president of the University of the Philippines Alumni Association in America (UPAAA) starting September 2007 until September 2009. He also received an award of recognition (UPAAA Most Distinguished Alumnus Award in 2005) during the 2005 UPAAA General Assembly and Convention. Currently, he is the Director of Extramural Activities and Scientific Programs at the National Center on Minority Health and Health Disparities (NCMHD), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS).

“Dr. Sy is a unique public servant. He combines the rigor of a bench scientist with the fervor of a public health advocate. The NCMHD is proud to have him lead our scientific programs,” said NCHMD Director John Ruffin, Ph.D.

“Establishing equity within the healthcare system has long been a passion of mine. I am humbled and thrilled at being given this opportunity to have a leadership role in shaping the NIH’s research agenda on this issue,” said Dr. Sy.

Prior to being promoted to his new position, Sy oversaw several programs at the NCMHD: the Community-Based Participatory Research Initiative, Loan Repayment Programs and Research Endowment Program. In addition, he has represented the NCMHD and the NIH on a number of trans-NIH and HHS workgroups and committees.

Before coming to the NIH, Sy served as a senior health scientist at the Centers for Disease Control and Prevention (CDC), Atlanta, GA, where he was the team leader in the Program Evaluation Research Branch in the Division of HIV/AIDS Prevention. In 2003, as a member of the CDC’s Severe Acute Respiratory Syndrome (SARS) outbreak investigation team, Sy led community outreach efforts in Asian-American communities. In 2004, Sy organized the Asian and Pacific Islander employees at the CDC and became the first president of the Association of Asian/Pacific Islander Employees of the CDC and Agency for Toxic Substances and Disease Registry.

Sy was a tenured professor at the University of South Carolina (USC) School of Public Health where he taught infectious disease epidemiology for 15 years and served as director of the Master of Public Health program.

Sy is a prolific scientific writer and editor. In 1996, he wrote and published the book AIDS Prevention in Multicultural Societies, and he is the founder and editor of the peer-reviewed journal AIDS Education and Prevention — An Interdisciplinary Journal.

Sy earned his Doctor of Public Health (Dr.P.H.) degree in Immunology and Infectious Diseases from Johns Hopkins University; Master of Science in Tropical Public Health from Harvard University; and Doctor of Medicine degree from the University of the Philippines.

His achievements have earned him high honors in public health. Sy is a Fellow of the American College of Preventive Medicine; Scientific Fellow of the American College of Allergy, Asthma and Immunology; and, a Fellow of the Royal Society of Tropical Medicine and Hygiene. He has received several accolades in his career including the following selected awards: Department of Health and Human Services Secretary’s Award for Distinguished Service for outstanding community outreach work during the SARS outbreak (2004); CDC/National Center for Infectious Diseases Honor Award for outstanding service in the SARS outbreak investigation (2004); Excellence in Teaching Award from the University of South Carolina Arnold School of Public Health (1991); and Outstanding Alumnus Award from the Johns Hopkins University School of Public Health (1990).
